Peter.. thanks so much for sharing the picture. I LIKE the paint job.
I don't have a good place to put "directions" for models such as this:
On the top of the model, between the tanks and the cab is a "comb" shaped peice. That is designed to be cut off. It is a clip that you can attach underneath to the axles on the underside to hold the wheels in either the up or down position. (They actually can be rotated down for street usage, or up for track usage)

You shouldn't have to cut the axles.. but they can be a bit sticky when you first receive it. Also.. all four axles were designed to turn.
