Can anyone tell me what this is used for? I guess it helps in laying track but don't know for sure

First 3D print of Mi Jack container Crane. Received today! but it was packed to tight and got deformed when shipped need to do some fixes to it. wheels where bend from pressing against bag top platform got squashed and broke! tried to fix what I could and can't see to much of the damages but making progress on the model not an Engineer but trying hard to make it work. thank you all for the comments they sure help when things like this happen. got some new building being printed now for a city some are not public but will be soon! 5 city buildings and the corn field, semi trailer, pleasure boat.
