Washington Central had a few of these gondolas, I couldn't find specifics on #3232 but found pictures of #3231 and #3233 and the following information on #3227:

According to the AAR Class definition GBS are described as:
"GB" - An Open Top Car, having fixed sides, fixed or drop ends and solid bottom, suitable for (steel) mill trade
NOTE: When Gondola cars are equipped w/ any or all of the following modifications, the suffixes provided should be added to the primary classification in the order of the notes.
Note 1: Where cars are equipped with permanent racks for stowing parts or equipped ( or modified) to permit loading of a particular commodity, the letter "S" should be added to the designating letters [color=]( i.e. GBS)[/color].

Sorry for the delay, and thanks to those that posted puzzlers while I was gone. Here is a new quiz that I hope will give you a run for your money. Friday is my last "lack of internet access day" for a while so I will check in on Saturday to see how the guesses are going.
